Tuition fees for students
Degree seeking students from outside of EU/EEA and Switzerland must normally pay tuition fees at Norwegian institutions. The fees vary between institutions and study programmes.
Students from the EU/EEA area are normally exempted from paying tuition fees at public institutions, as are Indigenous students at the Sámi University of Applied Sciences.
Other groups that are exempted from paying tuition fees at public higher education institutions in Norway are:
- Foreign citizens who, in accordance with international agreements, are entitled to equal treatment with Norwegian citizens
- Foreign citicens who may be entitled to loans and grants on the same terms as Norwegian citizens pursuant to the Student Financial Aid Act and it's regulations
- Doctoral candidates
- Students who are covered by and institutional exchange programme. However, the institutions may charge tuition fee if this is stipulated in the exchange agreement
- Students studying in Norway through the NORPART or NORHED programmes
- Students being a part of the Students At Risk (StAR) scheme
- Students studying in Norway through the Fulbright programme
- Students participating in a joint degree collaboration through Erasmus Mundus and in some instances other joint degrees that the institutions offer in collaboration with an international educational institution

- Agreements on arrangements between Iceland, Lichtenstein, Norway and and the United Kingdom following the withdrawal of the United Kingdom from the European Union, the EEA Agreement and other agreements applicable between the United Kingdom and the EEA EFTA States by virtue of the United Kingdom's membership of the European Union, article 9.1
